Rebels extend reach in CAR ahead of peace talks

BANGUI (Reuters) - Rebels in Central African Republic took control of a strategic town north of the capital on Saturday after soldiers defending it withdrew, ramping up tensions ahead of planned peace talks.

The three-week-old uprising by SELEKA rebels poses the biggest threat yet to President Francois Bozize's near ten-year rule over the former French colony - a nation plagued by poverty and turmoil despite its rich natural resources.

Regional neighbours agreed on Friday to send more troops to shore up CAR's army after a string of defeats and after French President Francois Hollande rejected a plea for military help made by embattled President Francois Bozize.

Insurgents riding motorbikes and packed into pickup trucks streamed into Sibut, a regional capital on a major crossroads about 190 kilometres (115 miles) north of the capital Bangui, unopposed early on Saturday, said witnesses.

"(They) took positions at strategic points in the town, firing their guns," said Yvon Bema, a 27-year-old Sibut resident who fled to Bangui. "The national army and the Chadians had left on Friday in the direction of Bangui," he added.

The land around Sibut had been seen as a buffer between the rebels and Bangui. Government troops there were backed by soldiers from neighbouring Chad.

CAR's minister of territorial administration, Josue Binoua, confirmed on local radio that Sibut was occupied by rebels after troops withdrew to Damara, about 75 km north of Bangui, where clashes had been reported on Friday.

The Economic Community of Central African States (ECCAS) - which already has more than 500 peacekeepers in CAR - announced overnight a decision to send in more troops ahead of talks planned between the rebels and the government in early January.

"We are thinking of a way to deploy this mission as quickly as possible," Gabon Foreign Minister Emmanuel Issoze Ngondet told reporters after a meeting with his regional counterparts in Gabon's capital Libreville. He did not say how many soldiers would be deployed.

The ECCAS soldiers, mostly from Chad, are part of the MICOPAX (Mission for the Consolidation of Peace in Central African Republic) peacekeeping force.

The SELEKA rebels have threatened to overthrow Bozize if he does not honour a previous peace deal offering former fighters pay and jobs. They have said they will stay out of Bangui for now to give peace talks a chance.

Officials in Bangui said on Friday rebels had agreed to send delegates to Libreville in early January, though a rebel spokesman was not immediately available to comment.

Bozize came to power in a rebellion in 2003 and has since won two elections. France launched air strikes against rebels challenging him in 2006, but Paris has said it will not intervene militarily in the current conflict.

The United States said on Thursday it had closed its embassy in Bangui and evacuated its staff.

Central African Republic is one of a number of countries in the region where U.S. Special Forces are helping local forces try to track down the Lord's Resistance Army, a rebel group which has killed thousands of civilians across four African nations.

About 1,200 French nationals live in CAR, mostly working for mining firms and aid groups in the capital. French defence ministry sources said Paris had sent in 150 troops to Bangui late on Friday to bolster an existing 250-strong deployment safeguarding French citizens.

French nuclear energy group Areva mines the Bakouma uranium deposit in CAR's south - France's biggest commercial interest in its former colony.

Jim Miller gets bloody UFC 155 win over Joe Lauzon

UFC 155 was headed towards becoming one of the least memorable UFC pay-per-view cards in recent history until Joe Lauzon and Jim Miller stepped in the cage. The lightweights delivered a late Fight of the Year candidate as Miller won 29-28 on all three judges' cards.

Miller opened up the fight with a bevy of punches, and opened a cut on Lauzon's face early. Lauzon's wooziness allowed Miller to lock a standing arm triangle. Lauzon was able to slip out of the choke, but when he emerged, his face was covered in blood.

Though Miller managed better attacks and wasn't bleeding as badly as Lauzon, he still found himself in trouble late in the third round. Lauzon dove onto Miller's legs, and attempted a leg lock submission. If there wasn't so much blood covering their bodies and the canvas, Lauzon might have pulled out the win.

Lauzon told Yahoo! Sports after the fight that he required 40 stitches for the cuts sustained during the fight.

Miller was impressed by Lauzon's toughness.

?Joe Lauzon is a tough kid. I knew I was going to have to bring my best effort to put him away and I was never able to," Miller said after the fight. "That?s how good he is on the ground. And even in the last minute, look what he was trying to do to win the fight."

Egypt transfers tons of building materials to Gaza

EL-ARISH, Egypt (AP) ? Thousands of tons of building materials such as cement and steel began crossing into the Gaza Strip on Saturday, Egyptian and Palestinian officials said, temporarily easing a five year old blockade on the coastal territory.

An Egyptian security official said shipment was made in consultation with Israeli officials, who were in Cairo Thursday to discuss security in the Sinai Peninsula and the Egyptian-brokered ceasefire agreed upon by Gaza's Hamas rulers and Israel last month. The Egyptian official spoke on condition of anonymity because he was not authorized to speak to the media.

The director of Gaza's border authority, Maher Abu Sabha, confirmed to The Associated Press that a total of 20 trucks carrying materials were expected to arrive in the coastal strip Saturday through the Rafah border crossing.

Qatar is paying for the raw materials that were bought in Egypt, the official added.

The tiny oil-rich Gulf country has pledged 24 projects worth some $425 million in the Gaza Strip to improve crumbling housing, schools, a hospital and roads.

Under former President Hosni Mubarak, Israel's longtime ally, Egypt had poor relations with Hamas, and teamed up with Israel to blockade Gaza after the militant group seized power from its rival Fatah in 2007, two years after winning elections.

While Israel has eased the blockade in recent years, key restrictions remain in place on exports out of Gaza and the entry of badly needed building materials and other goods into the territory.

New Egyptian President Mohammed Morsi, of Hamas' parent group the Muslim Brotherhood, has vowed not to abandon the Palestinians. Unlike Mubarak in late 2008, Morsi kept the border crossing with the Gaza Strip open for movement of people and humanitarian supplies during Israel's latest offensive in November. Gaza has yet to fully recover from the two offensives, which left buildings, homes and schools in rubble.

Morsi reiterated in a nationwide speech Saturday that the Palestinian issue is important to Egyptians.

Since the blockade was first imposed, an extensive network of tunnels between Egypt and Gaza have been ferrying everything from cars to food to essential household items to Palestinians.

While Egypt has launched periodic crackdowns on the tunnels, its security forces generally ignore the movement of construction materials, fuel and consumer goods through what Palestinians consider an underground lifeline.

Putin signs anti-U.S. adoptions bill

MOSCOW (AP) ? President Vladimir Putin on Friday signed a bill banning Americans from adopting Russian children, part of a harsh response to a U.S. law targeting Russians deemed to be human rights violators.

Although some top Russian officials including the foreign minister openly opposed the bill and Putin himself had been noncommittal about it last week, he signed it less than 24 hours after receiving it from Parliament, where both houses passed it overwhelmingly.

The law also calls for closure of non-governmental organizations receiving American funding if their activities are classified as political ? a broad definition that many fear could be used to close any NGO that offends the Kremlin.

It was not immediately clear when the law would take effect, but presidential spokesman Dmitry Peskov was quoted by the Interfax news agency as saying "practically, adoption stops on Jan. 1."

Children's rights ombudsman Pavel Astakhov said this week that 46 children who were about to be adopted in the U.S. would remain in Russia if the bill comes into effect.

The bill has angered Americans and Russians who argue it victimizes children to make a political point, cutting off a route out of frequently dismal orphanages for thousands of children.

UNICEF estimates that there are about 740,000 children not in parental custody in Russia while about 18,000 Russians are on the waiting list to adopt a child. The U.S. is the biggest destination for adopted Russian children ? more than 60,000 of them have been taken in by Americans over the past two decades.

Russians historically have been less enthusiastic about adopting children than most Western cultures.

Lev Ponomarev, one of Russia's most prominent human rights activists, hinted at that reluctance when he said Parliament members who voted for the bill should take custody of the children who were about to be adopted.

"The moral responsibility lies on them," he told Interfax. "But I don't think that even one child will be taken for upbringing by deputies of the Duma."

The law is in response to a measure signed into law by President Barack Obama this month that calls for sanctions against Russians assessed to be human rights violators.

That stems from the case of Sergei Magnitsky, a Russian lawyer who was arrested after accusing officials of a $230 million tax fraud. He was repeatedly denied medical treatment and died in jail in 2009. Russian rights groups claimed he was severely beaten and accused the Kremlin of failing to prosecute those responsible; a prison doctor who was the only official charged in the case was acquitted by a Moscow court on Friday.

The U.S. law galvanized Russian resentment of the United States, which Putin has claimed funded and encouraged the wave of massive anti-government protests that arose last winter.

The Parliament initially considered a relatively similar retaliatory measure, but amendments have expanded it far beyond a tit-for-tat response.

Many Russians have been distressed for years by reports of Russian children dying or suffering abuse at the hands of their American adoptive parents. The new Russian law was dubbed the "Dima Yakovlev Bill" after a toddler who died in 2008 when his American adoptive father left him in a car in broiling heat for hours.

Russians also bristled at how the widespread adoptions appeared to show them as hardhearted or too poor to take care of orphans. Astakhov, the children's ombudsman, charged that well-heeled Americans often got priority over Russians who wanted to adopt.

A few lawmakers even claimed that some Russian children were adopted by Americans only to be used for organ transplants or become sex toys or cannon fodder for the U.S. Army. A spokesman with Russia's dominant Orthodox Church said that children adopted by foreigners and raised outside the church will not enter God's kingdom.

Hidden Powers of Your Mouse

You use your mouse for just about everything: you drag, you drop, you highlight, you scroll. But even if you click your mouse a thousand times a day, I bet I've got a few secret mouse tricks you've never heard of.

Click Tricks
You surely know that double clicking highlights a word, and you might even know that triple clicking highlights a paragraph. But have you ever wanted to select a column of text in a Word document, without getting all the text to the left and right of it? Here's how you can: Hold down the alt and left mouse button (on a Mac, option-left mouse), and drag the cursor over the section you want to select. The coolest thing about this trick is that the text you are selecting does not even need to be formatted as a column for this to work.

Scroll Tricks
Most mice have a scroll wheel. Sure, it takes you up and down on a page, but in combination with other keys, it can do much more:

  • Scroll sideways: In many versions of Excel, holding down the shift key while scrolling will take you sideways. That's super helpful in a big spreadsheet.
  • Scroll wheel as back button: In most web browsers, if you hold the shift key while using the scroll wheel, it works like the back button: You can fly through all the sites you've recently visited. (Some mice have side buttons that work like back and forward buttons in your browser, too.)
  • Scroll to zoom: Holding ctrl and scrolling lets you zoom in or out of the page you're viewing. Ctrl-scroll up zooms you in; ctrl-scroll down zooms you back out. On a Mac, this trick will zoom in and out your whole screen, not just the document you're in.

Windows-Specific Tricks
While most of the tricks I've listed so far work in either Windows or Mac OS, here are a few that are specific to Windows machines:

  • To maximize a window: drag the title bar to the top.
  • To minimize all windows except the active window: "Shake" the title bar. Then if you want to restore all the windows you just minimized with this shortcut, just click again on the title bar of the window in view.
  • To view two windows in a 50-50 split: Drag the title bar of one document to the left edge of your screen, then drag a second document to the right edge; they will snap into position in a nifty side-by-side view.

Bonus Sneaky Trick
Suppose you want to walk away from your hyper-secure work computer for a few minutes and not have to re-log in when you get back. Sure, you could change the sleep settings, but this idea is much more clever: Set your mouse on top of your analog watch or a clock. The mouse tracks the second hand's movement and it tricks your computer into thinking you're still busy working. Of course, there are valid security reasons for NOT using this trick, but I still think it's cool that it works.

Kanex mySpot


The Kanex mySpot ($59.99 MSRP) is a tiny access point (AP) used to create a wireless network when you only have one wired Internet connection. MySpot is handy if, for example, you are in a hotel room or convention hall and only have access to one live Ethernet cable. Kanex specializes in devices for Apple, and keeping in line with the wants of many Apple fans, the company makes mySpot very easy to set up. In fact setup is much simpler than most other travel routers and access points?it's practically plug-and-play. But this device serves only as a wireless AP: It doesn't offer any router functionality.

This means you don't get DHCP capabilities or the ability to create a robust network in which clients can share data. The Kanex mySpot can only deliver Internet access to wireless clients in the situation where you only have one wired connection via an Ethernet cableMySpot also is limited in that it only supports WEP and 802.11 b/g. While it works as advertised, there are other travel routers on the market that deliver more functionality.

Specs
The pocket-sized mySpot looks like a chunky Pez candy dispenser. Its dimensions are 2.27 "x 1.0" x 0.75" (HDW). The device connects to a USB 2.0 or 3.0 port on a laptop or some other client. The USB plug tucks into a groove on the mySpot and is removed from that groove when plugging into a laptop, for instance. The other end of mySpot has a soft, removable cap which exposes an Ethernet port.

MySpot can only create a 2.4GHz WLAN that supports 802.11b/g. It also supports only WEP security, lacking the more secure WPA and WPA2. You can password-protect the WLAN you create with a 5 or 13 character ASCII password. Still, I would be hesitant to conduct any sensitive Internet business with this setup, such as online banking or shopping with credit cards.?

Because mySpot is an AP and has no routing functionality, it picks up the settings of the network of the wired Ethernet connection. So whatever IP addressing information that Ethernet cable's network has, will be passed onto any clients connected to the mySpot wirelessly. You have no control over IP addresses with the Kanex device.? Again, since the purpose is not to create a full-featured wireless LAN, that's suitable for those only looking to get their tablet and smart phone connected to the single Internet connection available in a hotel room.

Setup
To set up mySpot, I plugged the USB connector into a USB 2.0 port of a Dell laptop. I then plugged an Ethernet cable attached to DSL broadband into the MySpot's Ethernet port.

MySpot has two LEDs?one lights blue up when it detects a live Internet connection, and the other lights up red when it's connected to USB (I find it absolutely annoying when vendors use a red LED for a problem-free connection on networking products. Most network administrators are only used to seeing reds and oranges when there are connection issues!)

After I connected the mySpot, I had an unsecured SSID named Kanex MySpot-A5F. I connected to this network and was able to get into the mySpot's web-based interface. There isn't a lot to configure with this simple device. You can change the SSID from the default as well as create a password, or change the wireless channel. This is the extent of the settings. You can't even hide the SSID for extra protection against prying eyes. That's all there really is to setup.

I was easily able to connect two laptops to the mySpot WLAN using either a 5 character or 13 character password. I was able to connect an Android phone with no security, but once I set up either a 5 or 13 character password enabling WEP, I could not connect my phone. This is a potentially major problem with the mySpot. Not all devices can connect with WEP encryption. Once I removed the password (removing the WEP encryption) I was able to connect my Android phone without issue. For Kanex to be of more value, it would need to have WPA2 encryption, which is supported by most popular wireless devices and gadgets.

Easy Setup is Best Feature
I really like how easy mySpot is to set up. Travel routers and APs can often be confusing to configure for the average user on the go. Unfortunately, a lack of modern-level wireless encryption and no support for 802.11N are major oversights with this device. Since it works as advertised, it gets 2.5 out of 5 stars. For instance, there are unfortunately many married people who feel ?alone? at times in the context of their marriage. On the flip side, each us may maintain a multitude of meaningful relationships that are ?sacred bonds? throughout our entire lives. Nonetheless, the bottom line model of marriage remains just as relevant. In light of this, our real purpose is to demonstrate how all our states of being (including being alone) have to be uplifted and sweetened by added new layers of understanding.

As our analysis progresses we shall endeavor to show how there are four ?postures? vis-?-vis relationships that are reiterated in several ways: 1) between ourselves and others in the interpersonal realm (marriage being the operative model in the simple sense) 2) between me and myself in the intrapersonal realm (where marriage becomes the operative metaphor for inner integration with ?oneself as another?: ?I am peaceful co-existing with myself with minimal internal conflict?) and finally 3) it will shape our relationship with the Divine (another figurative ?marriage? that represents mystical ?unions? and transcendental states of consciousness).

Beginning with the interpersonal, our encounter with the other (especially our ?significant? other) must prioritize the type of relationship according to the order of solutions to the loneliness problem that appears in the verse from Genesis 2:18 ??I will make for him a helper opposite him.? In Hebrew ?for him? or ?lo [??]? implies that my marriage partner was created just for me. In contrast to the ?one size fits all? industrial model of consumerism, this relationship was ?manufactured? by Divine intervention using cosmic scale forces for a market of one. Looking for a mate? Accept no substitutes! There is only one for me. This is a custom job, a personalized non-transferrable relationship that will only work for me and me alone.

If we are playing the Adam part, then we should regard our spouse as ?the one and only,? that person of whom we say ?we were made for each other.? While we will address the masculine formulation of ?lo? (why to him and not to her?) later on in our series, for now, assuming we trade places with our partners in reading ourselves into the various roles, we can assume that ?I am for this person? and ?this other person is for me? with the deepest conviction of belonging together. ?Lo? can also mean ?to him? implying that I need to go out of myself towards the other or that, facing the other, I am pulled out of myself. The ?to/for? combination in the word ?lo? (to/for him) establishes a relationship based on selfless dedication. I am not concerned with myself and my self interests. All I care about is you. My ?I? is fulfilled in ?you.?

Melting and fusion are common terms for either the dissolution of one?s independent self or (more positively) the transcendence of the self which occurs by virtue of the other. ?You make me into more than I could ever be on my own.? ?I?ve become a better person because of you.? There are many fine points of selfless dedication. Moreover, this will have to be differentiated from its negative twin?the subjugation of the self or the total negation of self in the other.

Melting can turn lead into gold or it can end a relationship if there is nothing left of me to give over to the other. Burnt up I may end up burning out. Perhaps the critical difference lies in the distinction that the philosopher Emmanuel Levinas makes between ?totality? and ?infinity.? My ?total? love risks either my own self-destruction of the dissolution of the relationship. Because I was totally for you, I realized that I was not there anymore. By contrast, having an infinite love always has infinite reserve that can give endlessly without expending all that I have at any one time. This form of selfless dedication might be likened to the famous Burning Bush whose fire did not consume its substance. The passion and intensity of the relationship is self-refueling?that is, it produces as much energy as it consumes so that the ?interaction? can be maintained forever. It is stable fusion.

My participation in the world carries with it ?other others.? When one?s significant other becomes one?s entire world the whole world falls by the wayside, concentrating all of its significance on my significant other as far as I am concerned. So too, when ?I? myself am swallowed into the singularity of the relationship, then, as the popular song goes ?I?ll stop the world, and melt with you.?

Skipping over for now the two lesser relationships where I am relating out of self interest (where I?ll support you if you support me), and conflict based realities (where we exist to oppose each other in a world fraught with friction), we can briefly peek in on the inflection of these relationships as they are inscribed intrapersonally.

In the intrapersonal, the absence of a relationship can certainly be experienced amidst a relationship (the relationship of non-relationship) and we might even think that this ?time to myself? will afford me the space ?away from it all? whereby I can get in touch with myself. Me finding myself converts the ?sterility? of alone time into something productive in that I enter into a relationship with myself, I keep myself company, I learn about who I am from listening to my silent voice. Within such a situation we can detect an echo of the encounter with the other that is predicated on selfless dedication. I feel naturally at home with myself without becoming self-conscious and letting my ego force it?s alternative agenda on me. Me given over for or to myself is registered as peaceful ?flow? and psychic harmony.

However, if I am disconnected from my own inner being, estranged from my own soul, lost in an inauthentic shell of a pretend self, then I am internally isolated?the symptom of which is that I am most uncomfortable in my own skin. I don?t recognize the person staring back at me in the mirror. All self-reflection such as this always entails a doubling: the subject as knower and the subject as the object of inquiry. Introspection makes sense of the odd impulse of needing to ?find oneself.? If I turn myself into an other, then the person I that meet (who is me) may be a source of internal unity (corresponding to the selfless dedication of being to or for an other in the interpersonal realm) or mutually beneficial support (as in the second relationship configuration?in this case I find myself ?negotiating? with myself so that I will back myself up?I ?second? my own motion in the congressional sessions in my mind) or I am filled with conflict and turn into my own worst enemy. The last type of relationship helps explain how our ?internal affairs? can get out of order, how I can betray my own best self-interests or undermine myself.

Samsung Elec seeks U.S. sales ban on some Ericsson products

SEOUL (Reuters) - Samsung Electronics said on Wednesday it had filed a complaint against Ericsson with the U.S. International Trade Commission (ITC), requesting a U.S. import ban and sales ban on some of the Swedish telecoms equipment maker's products.

The action taken on Friday by the world's top smartphone maker, which accused Ericsson of breaching seven of its patents, came after Ericsson requested an ITC U.S. import ban on Samsung products and sued the South Korean firm for patent infringement.

"We have sought to negotiate with Ericsson in good faith. However, Ericsson has proven unwilling to continue such negotiations by making unreasonable claims, which it is now trying to enforce in court," Samsung Electronics said in a statement.

"The accused Ericsson products include telecommunications networking equipment, such as base stations," Samsung said.

With Ericsson suffering a big drop in sales at its network unit, down 17 percent in the third quarter, it is turning to the courts to maintain its patent income, part of a wider trend where big technology names are fiercely protecting intellectual property as global sales of tablets and smartphones boom.

Ericsson is facing a growing challenge from Samsung Electronics, a smaller player in the network equipment market.

"I'm sure that at this point, no one in the industry would underestimate Samsung's ability to become a significant player, if not the leader, in a new segment of the overall market for telecommunications hardware," Florian Mueller, a patent expert, said in a blog posting on Monday.

"This certainly adds a more strategic dimension to the Ericsson-Samsung dispute."

Samsung Electronics and its arch smartphone rival Apple Inc have been also locked in patent disputes in at least 10 countries as they vie to dominate the mobile market and win over customers with their latest gadgets.

The European Commission on Friday charged Samsung Electronics with abusing its dominant position in seeking to bar rival Apple from using a patent deemed essential to mobile phone use.

Samsung Electronics shares were trading up 1.3 percent, outperforming the wider market's 0.7 percent gain as of 0037 GMT.

Syrian rebels fully capture town near Turkey

BEIRUT (AP) ? Syrian rebels fully captured a northern town near the Turkish border on Tuesday after weeks of siege and heavy fighting, activists said.

The takeover of Harem, a town of 20,000 in northern Idlib province, was the latest in a string of recent rebel successes that include the capture of wide areas along the border with Turkey. Most of those areas have been in northern Aleppo province, where anti-government forces have captured at least three large military bases.

The Britain-based Syrian Observatory for Human Rights said the rebels captured Harem in the early hours of Tuesday. Mohammed Kanaan, an Idlib-based activist, said the last post to be taken was the historic citadel, which overlooked the town. The army had turned the citadel into a military post.

"Harem is fully liberated now," Kanaan he said via Skype. He added that as the rebels pounded army posts and checkpoints in Harem, the troops withdrew to the citadel that later fell in the hands of rebels.

Rami-Abdul-Rahman, who heads to Observatory, said nearly 30 soldiers and pro-government gunmen surrendered late Monday. He added that rebels set free all gunmen at the age of 16 or less and referred others to local tribunals.

"Harem was very important because it is one of the towns that was loyal to the regime," Abdul-Rahman said by telephone about the town that is nearly a mile from the Turkish border.

In his traditional Christmas address, Pope Benedict XVI decried the slaughter of the "defenseless" in Syria, where anti-regime activists estimate more than 40,000 have died in fighting since the uprising against President Bashar Assad's rule began in March 2011.

The pope encouraged Arab spring nations, where long-serving dictators were forced to step down.

In Aleppo province, which neighbors Idlib, local activist Mohammed Saeed said rebels attacked a military base in the town of Mannagh near the border with Turkey. He said it is one of four air bases in the province.

Regime forces have been using helicopters to carry supplies to besieged areas and to attack rebel positions.

The regime has had increasing difficulty sending supplies by land to Aleppo province after rebels captured in October the strategic town Maaret al-Numan. The town is on the highway that links Damascus with Aleppo, Syria's largest city and commercial center and a major battleground in the civil war since July.

"Airplanes and helicopters are the only way to send supplies since the Free Syrian Army controls the land," Saeed said. He added that rebels are also laying a siege to Aleppo's international airport known as Nairab and threatening to shoot down military or civilians planes using it.

In the Damascus suburb of Jaramana, opposition gunmen ambushed the head of military intelligence in the area and seriously wounded him. He later died of his wounds, the Observatory said.

In Israel, top officials said they cannot corroborate Syrian activists' claims that the regime has used chemical weapons against its citizens.

Vice Premier Moshe Yaalon told Army Radio that Israel has "no confirmation or proof" the regime has employed such weapons in the civil war. He says Israel is "monitoring the situation with concern."

Defense Ministry official Amos Gilad told Israel Radio that Syria was closely guarding its chemical weapons stockpiles.

On Monday, the Observatory quoted activists in the central city of Homs as saying that six rebels died in two neighborhoods the day before after inhaling white smoke that came out of shells fired by government troops in the area. Amateur videos released by activists showed men in hospital beds suffering breathing problems as doctors placed oxygen masks over their faces.

Texas Rep. Hall to be oldest US House member ever

DALLAS (AP) ? When Ralph Hall was elected to the U.S. House in 1980 at the age of 57, he had already served in the Navy in World War II, built a successful business career and served in Texas' state government for many years.

On Christmas Day, the North Texas congressman will become the oldest person ever to serve in the U.S. House, surpassing the record of North Carolina Rep. Charles Manly Stedman, who died in office in 1930 at age 89 years, 7 months and 25 days.

Hall, who turns 90 on May 3, became the oldest House member to ever cast a vote this year. Those close to the Rockwall Republican say he remains active. Voters re-elected him last month to a 17th term, and Hall told the Dallas Morning News (http://dallasne.ws/VZ4wcG ) he may even run again.

"I'm just an old guy ? lived pretty clean," Hall said. "I have no ailments. I don't hurt anywhere. I may run again. I'll just wait and see."

It's more common for senators to serve into their later years, in part because senators run for re-election every six years instead of every two.

Hall's longtime chief of staff, Janet Perry Poppleton, and fellow members of Texas' congressional delegation credit him for staying active and physically healthy.

"He says the good Lord gives him stamina," Poppleton said. "He takes care of himself, exercises. He has a full agenda every day."

Hall chaired the House Science, Space and Technology Committee for the last two years, although he'll soon step down as chairman due to term limits. Colleagues marvel at Hall's stamina and joke about the stories he tells from his decades in public service.

"He gets up and does 50 pushups every day and runs two miles," said Rep. Pete Sessions, R-Dallas.

Hall graduated from Rockwall High School and eventually joined the Navy during World War II. He's one of just two current U.S. House members to have served in World War II. The other is 86-year-old U.S. Rep. John Dingell, D-Michigan, who is the longest-serving member of the House.

Hall served as president and CEO of the Texas Aluminum Corp. and helped found a bank in Rockwell, among other private-sector achievements, according to his congressional website.

He served as Rockwall County judge, or the chief administrative official, and later in the Texas state Senate before he was elected to the U.S. House in 1980 as a Democrat. More than two decades later, Hall became a Republican, which likely prolonged his political career.

While Democrats were angry, Rep. Eddie Bernice Johnson, a Democrat from Dallas, made sure to tell Hall she still liked him.

"He admitted being so happy to hear my message because his wife was mad at him," Johnson said, according to the newspaper. "Some said she actually had him sleeping on the couch."

Hall's wife, Mary Ellen Hall, died in 2008.

"I'm not what I used to be, and I'm more than I used to be somewhat," Hall said. "I have my grandchildren. Those are the ones that I think about as we pass legislation. It's a pleasure to be here."

STOCKHOLM (AP) ? Sweden's royal family says Princess Madeleine's wedding will take place on Saturday, June 8, at the Royal Palace chapel in downtown Stockholm.

King Carl XVI Gustaf and Queen Silvia's youngest daughter was engaged to U.S.-British boyfriend Christopher O'Neill, a 38-year-old New York banker, in late October. The 30-year-old Madeleine is fourth in line to the Swedish throne.

The royal family's chief spokesman Bertil Tenert said Sunday that wedding organizers will now start planning details of the nuptials. He added that Madeleine's wedding will be smaller than Crown Princess Victoria's wedding two years ago in Stockholm.

The Swedish royal family has only ceremonial duties, such as supporting charities and promoting Swedish businesses.

Army teams going to Africa as terror threat grows

WASHINGTON (AP) ? A U.S. Army brigade will begin sending small teams into as many as 35 African nations early next year, part of an intensifying Pentagon effort to train countries to battle extremists and give the U.S. a ready and trained force to dispatch to Africa if crises requiring the U.S. military emerge.

The teams will be limited to training and equipping efforts, and will not be permitted to conduct military operations without specific, additional approvals from the secretary of defense.

The sharper focus on Africa by the U.S. comes against a backdrop of widespread insurgent violence across North Africa, and as the African Union and other nations discuss military intervention in northern Mali.

The terror threat from al-Qaida linked groups in Africa has been growing steadily, particularly with the rise of the extremist Islamist sect Boko Haram in Nigeria. Officials also believe that the Sept. 11 attack on the U.S. consulate in Benghazi, which killed the ambassador and three other Americans, may have been carried out by those who had ties to al-Qaida in the Islamic Maghreb.

This first-of-its-kind brigade assignment ? involving teams from the 2nd Brigade, 1st Infantry Division ? will target countries such as Libya, Sudan, Algeria and Niger, where al-Qaida-linked groups have been active. It also will assist nations like Kenya and Uganda that have been battling al-Shabab militants on the front lines in Somalia.

Gen. Carter Ham, the top U.S. commander in Africa, noted that the brigade has a small drone capability that could be useful in Africa. But he also acknowledged that he would need special permission to tap it for that kind of mission.

"If they want them for (military) operations, the brigade is our first sourcing solution because they're prepared," said Gen. David Rodriguez, the head of U.S. Army Forces Command. "But that has to go back to the secretary of defense to get an execute order."

Already the U.S. military has plans for nearly 100 different exercises, training programs and other activities across the widely diverse continent. But the new program faces significant cultural and language challenges, as well as nagging questions about how many of the lower-level enlisted members of the brigade, based in Fort Riley, Kan., will participate, since the teams would largely be made up of more senior enlisted troops and officers. A full brigade numbers about 3,500, but the teams could range from just a few people to a company of about 200. In rare cases for certain exercises, it could be a battalion, which would number about 800.

To bridge the cultural gaps with the African militaries, the Army is reaching out across the services, the embassies and a network of professional organizations to find troops and experts that are from some of the African countries. The experts can be used during training, and the troops can both advise or travel with the teams as they begin the program.

"In a very short time frame we can only teach basic phrases," said Col. Matthew McKenna, commander of the 162nd Infantry Brigade that will begin training the Fort Riley soldiers in March for their African deployment. "We focus on culture and the cultural impact ? how it impacts the African countries' military and their operations."

Thomas Dempsey, a professor with the Africa Center for Strategic Studies, said the biggest challenge will be the level of cultural, language and historical diversity across the far-flung continent.

"How do you train for that in a way that would be applicable wherever they go?" said Dempsey, a retired Army colonel. He said he's not sure using a combat brigade is the right answer, but added, "I'm not sure what the answer is. The security challenges differ so dramatically that, to be honest, I really don't think it's feasible to have a continental training package."

The Pentagon's effort in Africa, including the creation of U.S. Africa Command in 2007, has been carefully calibrated, largely due to broad misgivings across the continent that it could spawn American bases or create the perception of an undue U.S. military influence there. As a result, the command has been based in Stuttgart, Germany, rather than on the African continent.

At the same time, many African nations are eager for U.S. training or support, as they work to build their militaries, battle pirates along the coast and shut down drug trafficking, kidnapping and other insurgent activities.

McKenna acknowledged the challenge, but said the military has to tap its conventional fighting forces for this task because there aren't enough special operations forces to meet the global training needs. He said there will be as many as a dozen different training segments between February and September, each designed to provide tailored instruction for the particular teams.

The mission for the 2nd Brigade ? known as the "Dagger Brigade" ? will begin in the spring and will pave the way for Army brigades to be assigned next to U.S. Pacific Command and then to U.S. European Command over the next year. The brigade is receiving its regular combat training first, and then will move on to the more specific instruction needed for the deployments, such as language skills, cultural information and other data about the African nations.

Dagger Brigade commander Col. Jeff Broadwater said the language and culture training will be different than what most soldiers have had in recent years, since they have focused on Pashtun and Farsi, languages used mostly in Afghanistan and Iran. He said he expects the soldiers to learn French, Swahili, Arabic or other languages, as well as the local cultures.

"What's really exciting is we get to focus on a different part of the world and maintain our core combat skills," Broadwater said, adding that the soldiers know what to expect. "You see those threats (in Africa) in the news all the time."

The brigade will be carved up into different teams designed to meet the specific needs of each African nation. As the year goes on, the teams will travel from Fort Riley to those nations ? all while trying to avoid any appearance of a large U.S. military footprint.

"The challenge we have is to always understand the system in their country," said Rodriguez, who has been nominated to be the next head of Africa Command. "We're not there to show them our system, we're there to make their system work. Here is what their army looks like, and here is what we need to prepare them to do."

Rodriguez said the nearly 100 assignments so far requested by Ham will be carried out with "a very small footprint to get the high payoff."

Obama starts Hawaiian vacation, leaving Washington on ice

KAILUA, Hawaii (Reuters) - Taking what promised to be a very brief Christmas break from the ongoing struggle to avoid the "fiscal cliff" of tax hikes and spending cuts, President Barack Obama relaxed with his family on Saturday at a beach retreat in Hawaii.

Congress was to return to Washington next Thursday and Obama has pledged to work with lawmakers to strike a deal to avoid the economic shock from tax and spending measures set to take effect on January 1 if a deal can't be reached, which many economists say could push the U.S. economy back into recession.

The president is expected to indulge in some of his favorite pastimes on the island where he was born and raised: golf, an expedition for the local treat "shave ice," and an evening out with family and friends. He hit the links at the nearby Marine Corps base under sunny skies on Saturday afternoon.

On Sunday, he is expected to attend funeral services for Senator Daniel Inouye, the long-serving Democrat from Hawaii who died on Monday, but the president has no other public events on his schedule.

Obama's idyll was not expected to last more than four days, and he will likely retrace the more than 4,800-mile trip from the Aloha State to Washington after Christmas in a bid to cut a deal with Republicans, who failed on Thursday to agree on competing tax and spending bills of their own.

Before leaving Washington on Friday evening, Obama urged Congress to come up with a stopgap measure to spare the U.S. economy the jolt of $600 billion in tax increases and spending cuts economists say would likely derail the economy.

The president asked lawmakers for a stripped-down deal to continue lower tax rates on middle income earners and extend unemployment insurance benefits to avoid some of the worst effects of the "fiscal cliff" in the new year.

Obama's family holiday, in a quiet beach front community on the other side of the island from bustling Honolulu, should also provide some respite from the somber focus on the Newtown, Connecticut, mass shooting and the consequent bitter debate over measures to change America's gun culture and prevent violence.

The president's weekly radio and Internet addresses, which in recent weeks have centered on his argument for extending tax cuts for all but the wealthiest Americans, on Saturday offered holiday greetings to U.S. military forces.
